A 23-year-old man has been indicted on vehicular homicide charges stemming from a February incident, Monmouth County Prosecutor Raymond S. Santiago announced Friday.

Dominic Allen, 23, of Millstone, has indicted on the charges of second-degree vehicular homicide and second-degree leaving the scene of a motor vehicle accident in connection with the incident.

On Feb. 11, at 4:02 p.m., Neptune Township and Asbury Park police responded to a 911 call in the area of Stratford Avenue between Fisher and Myrtle Avenues on a report of an person being struck by a vehicle. On arrival, police found an adult male victim lying in the roadway with severe injuries.
The victim, later identified as Kyzair Robinson, 19, of Asbury Park, was transported to Jersey Shore University Medical Center where he succumbed to his injuries on Feb. 12.
A collaborative investigation by members of the Monmouth County Prosecutor’s Major Crimes Bureau and Asbury Park Police Department identified Allen as the driver of the vehicle. The investigation revealed that the victim was communicating with Allen through the driver’s side window of the vehicle prior to Allen driving away with the victim clinging to and ultimately falling under the vehicle as Allen fled the scene.
Allen was later apprehended in Orlando, FL by members of the U.S. Marshal’s Task Force and extradited back to New Jersey. He was transported to the Monmouth County Correctional Institution (MCCI), where he remains incarcerated pending future proceedings in Monmouth County Superior Court.
