A 23-year-old man has been arrested and charged in connection with the fatal Monday night shooting of an 18-year-old, Acting Monmouth County Prosecutor Lori Linskey said.

Lamin Conteh, of Manalapan, has been charged with first-degree murder, first-degree attempted murder, second-degree possession of a firearm for an unlawful purpose, and second-degree unlawful possession of a firearm. He was apprehended at 2:10 p.m. on Tuesday in Manalapan and remains incarcerated pending a yet-to-be detention hearing in Superior Court.

The case background …

On Aug. 23 at approximately 5 p.m., Freehold Borough police received a 911 call reporting a shooting outside of a Lloyd Avenue residence. Officers responded and found Reashaun Billingsley, the 18-year-old, and a second male victim inside the home.

Billingsley was unconscious and had suffered multiple gunshot wounds. He was treated at the scene and transported to Centra State Medical Center where he was pronounced dead at 6:04 p.m. The second victim suffered a small gunshot graze wound to his leg.

A joint investigation by the Freehold Borough Police Department and the Monmouth County Prosecutor’s Office found that Billingsley and the second victim had been sitting outside the Lloyd Avenue home when they were approached by a sedan. The man in the back seat, later identified as the alleged defendant, started shooting at them, causing them to flee, wounded, into the home.
